Under the Talibans?

In this edition of Development Dilemmas, we are in Pakistan's capital Islamabad and about 160 kilometers from the flashpoint, Swat, where Pakistan army is engaged in a battle with the rebel Taliban militants. This military offensive has already forced more than two million people to leave their homes in the conflict zone of the North West Frontier Province, NWFP, and found refuge in safer areas out open in the tents. We feature three different voices recorded at three different places in Islamabad. First, we talk to Abid Qayyum Suleri, executive director of a private think-tank called Sustainable Development Policy Institute. We also talk to Kilian Kleinschmidt, assistant representative of the UNHCR in Islamabad; and, Fozia Wahab, who is the information secretary of the ruling Pakistan People's Party. Our Pakistan Correspondent Asadullah Khan moderates this session

Radio journalist murdered, fourth this year

Reporters Without Borders is outraged by the fatal shooting of radio
presenter Jonathan Petalvero in a restaurant in Bayugan, in the
southern province of Agusan del Sur. Petalvero hosted a programme
that supported a local politician.

"It is too soon to say whether this murder was linked to the victim's
work as a journalist, but the authorities must quickly assign enough
personnel to the case to be able to identify the killer and the
instigators," Reporters Without Borders said. "Three other radio
hosts have been killed in the Philippines since the start of the
year. That is more than in Iraq in the same period."

Journalistic sources said Petalvero was shot in the head on 27 June,
although police statements gave the day of his murder as 25 June.
Aged 43, he hosted the programme "Balita at Komentaryo" on radio DXFM
"Frenster Radio."

Nothing is so far known about the motive, which may have been
political. The gunman was masked and was probably a hired killer.
Radio DXFM is owned by Bayugan's current deputy mayor, Genesis Efren,
who plans to run for mayor in elections scheduled for May 2010.

A district councillor, Petalvero had planned to run for municipal
councillor or deputy mayor representing Efren's party in the elections.

Reporters sans frontières est indignée par l'assassinat du
présentateur de radio Jonathan Petalvero, survenu dans un restaurant
de Bayugan dans la province d'Agusan del Sur (Sud). Le journaliste
animait un programme sur une radio locale, favorable à un politicien
de la ville.

"S'il est encore trop tôt pour affirmer que cet assassinat est lié au
métier de journaliste de Jonathan Petalvero, il est urgent que les
autorités mobilisent des moyens humains suffisants pour identifier le
tueur et ses commanditaires. Trois autres présentateurs de radio ont
été assassinés aux Philippines depuis le début de l'année 2009. C'est
plus qu'en Irak pour la même période", a affirmé l'organisation.

Selon des sources journalistiques, Jonathan Petalvero, un journaliste
philippin de 43 ans, a été tué d'une balle dans la tête, le 27 juin
2009, alors que des communiqués de la police sur l'affaire indiquent
la date du 25 juin. Jonathan Petalvero travaillait pour la station
DXFM « Frenster Radio », pour laquelle il animait l'émission " Balita
at Komentaryo".

Le motif du crime est pour l'instant inconnu de même que l'identité
du meurtrier, vraisemblablement un tueur à gages qui a agi masqué. La
thèse d'un mobile politique n'est pas à exclure. En effet, la station
radio DXFM est la propriété de l'actuel maire-adjoint de Bayugan,
Genesis Efren, qui prévoit de se présenter aux prochaines élections
générales de mai 2010.

Jonathan Petalvero travaillait comme conseiller du « baranguay
» (quartier) et souhaitait également présenter sa candidature au
poste de conseiller municipal ou de maire-adjoint pour le parti de
Genesis Efren.

Gram Vaani, meaning voice-of-the-village, is an initiative to empower
rural communities through participatory media.

We are focused on the development of appropriate technologies and have
designed the Multiplanar Inter Networking Protocol (MINP) which leverages
existing infrastructure of radio, television, and mobile phone networks in
rural areas to provide access for communities to interactive participatory
media applications. MINP routers and appliances can either be deployed in
standalone setups for community radio or Internet radio stations, or can
be networked with other MINP deployments to deliver comprehensive
solutions for community media, agricultural consultancy, and distance
learning in rural areas.

Software

Gramin Radio Inter Networking System (GRINS) v0.1

GRINS v0.1 is now out. GRINS is an enhanced automation system for
community radio stations. Built on Gram Vaani's MINP platform, the current
release of GRINS allows radio station operators to schedule broadcasts,
preview programs, record live transmissions, and maintain an extensive
semantically searchable library. In future releases, GRINS will be
enhanced to handle telephony calls, sending and receiving SMS messages,
and Internet connectivity to share and stream content with other GRINS
deployments. Some of the key features of GRINS that distinguish it from
other radio broadcast platforms are as follows:

* Commodity hardware: GRINS does most processing in software to
eliminate the need of buying expensive audio hardware, and yet imposes
very low processing overhead on the system. For this reason, GRINS can
be run off commodity PCs and single board computers, significantly
reducing the costs of setting up community radio stations.

* Service oriented design: All functionality provided by GRINS is
handled by different services, such as the Audio Service for playout,
Archiver Service for recording, Library Service for storage, etc. Each
of these services can be run either on a single machine, or off
multiple machines. This makes the deployment of GRINS extremely
flexible to be able to fit into any kind of a radio station setup.

[creative-radio] Young journalists aged 18-28 asked to enter Earth Journalism Awards Competition - MTV Positive Change Competition

Young journalists invited to enter Earth Journalism Awards Competition

Young and inspired writers, bloggers, journalists, musicians, and others who
have a story to tell about climate change are invited to enter the Earth
Journalism Awards Competition. Internews has created the MTV Positive Change
award for youth aged 18-28. Submissions may be made in any format or mix of
formats, including video, audio, photography, script, or music, and should
express how society is adapting, or needs to adapt, to the threat of climate
change. Entries will be accepted until September 7, 2009.

Internews' Earth Journalism Awards Competition is designed to promote high
quality, local coverage of climate change, leading up to the United Nations
Climate Change Conference, December 7-18, 2009, in Copenhagen (COP15). At
COP15, nations of the world are scheduled to conclude negotiations on the
future of the Kyoto Protocol. Award winners will be honoured at a
high-profile awards ceremony at COP15 and will get the opportunity to cover
the negotiations.

Independent researchers interested in the media in Nepal are invited to
submit proposals for the Martin Chautari Fellowship for 2009. Only
researchers with prior research experience are eligible to apply. The
deadline for submitting proposals is July 31.

Independent researchers interested in the media in Nepal are invited to
submit proposals for the Martin Chautari Fellowship for 2009. Only
researchers with prior research experience are eligible to apply. The
deadline for submitting proposals is July 31.

Research proposals must be comprehensive and at least 8 pages long,
including bibliography. Proposals should contextualize research objectives
in light of the available literature, discuss methods and sources that
will be used during the course of research and provide a plan for its
execution.

The research and writing will have to be completed within a six-month
period ending February 15, 2010. Up to six fellowships of NRs50,000
(US$653) each will be awarded in 2009.

The applicant should submit his/her bio-data and other supporting
materials with three copies of all proposal items as requested in the
proposal guidelines. The Fellowship is funded by the Martin Chautari
organization.

Newswriting for Radio

Welcome to newscript.com, the Newswriting for Radio website. The
Newswriting for Radio website is an online tutorial on the craft of radio
journalism, with particular attention to the writing of news scripts.
Since 1996, newscript.com has been providing creative suggestions and
ideas to radio news reporters, writers and anchors, as well as to
broadcast journalism students around the world.

Features

This website is intended for those who are early in their radio careers,
whether in a first or second job or still in college or an internship. The
pages assume some experience in radio, but visitors unfamiliar with some
of the terminology may consult a small glossary. Although the Newswriting
for Radio website has been extensively used in college journalism courses,
the website is not meant to replace a broadcast newswriting textbook. The
Newswriting for Radio website is a supplement to coursework, and
especially to on-the-job experience.

The site is organized into four major sections. In The Basics, you learn
fundamental lessons and characteristics of broadcast newswriting. Three
different newscast formats are examined in The Styles. You'll examine some
of the questions surrounding what deserves coverage in the section on News
Judgment. Finally, The Newsroom teaches you about creating an organized
environment that allows you to be better prepared for stories. There's
also a collection of links to other radio journalism websites.

Listen to this script! On several of the pages, sample news scripts are
accompanied on the right side of the page by the speaker symbol (shown on
the right side of this paragraph). The appearance of the symbol next to a
script indicates that you can listen to a sound file (in the WAV format)
containing the words of the script. Listening to these files will allow
you to hear and practice the patterns of voice modulation regularly used
in radio newscasts. Just click on the symbol to hear the script.
