Can one ask why the objectives of 4000 new stations only managed 41? Who denied the many who would have liked radio stations from fulfilling their dreams? Was the number 4000 a massive overprojection by bureaucrats? Or was someone else involved with creating hurdles over which almost no one managed to leap?


Growth of community radio on the upswing

Chennai (PTI): The growth of community radio in the country is on the
upswing and number of functional Community Radio Stations (CRS) has grown
from 27 last year to 41 today, with 38 of them located in educational
institutions, a top official of the Information and Broadcasting Ministry
said.

'The Ministry has issued letters of intent to about 129 institutions for
setting up CRS. This includes 70 educational institutions, 31 NGOs and
nine state agricultural universities among others," Esther Kar,Additional
Director General, Press Information Bureau (PIB), said in her inaugural
address at the Second Capacity Building Workshop on Community Radio here
on Tuesday.

Out of these, 21 institutions have received their Standing Advisory
Committee on Radio Frequency Allocation (SACFA) clearance and eight have
signed the Grant of Permission Agreement, she said. As a word of wisdom
for those running CRS, she said frequency was a national and "currently
somewhat limited resource" and urged them to use it "optimally."

Terming broadcast as a "hungry monster" which called for "constant, rich,
relevant and meaningful feed," she said operators can tie-up with
like-minded organaisations in the same area if they could not generate the
content by themselves.

Dear list members,

The Committee of Ministers of the Council of Europe adopted on 11
February 2009 the Declaration on the role of community media (CM) in
promoting social cohesion and intercultural dialogue, you will find the
text in English and French attached.

The Community Media Forum Europe (<_http://www.cmfe.eu/>_) has been
working as an observer with the Group of Specialists on Media Diversity
(MC-S-MD) of the Steering Committee on the Media and New Communication
Services (CDMC) of the Council of Europe since December 2007 and
contributed actively to the drafting of this Declaration, cooperating
closely with AMARC Europe.

/We are pleased to see the positive results of this work and are
convinced that the declaration can support the further development of CM
across Europe. This declaration surely helps strengthening the position
of CM in national regulatory and legislation processes, e.g. concerning
financial support and access to communication infrastructures. It also
strengthens the presence of CM on European policy level.

Please help distribute the document to CM and CM-federations in your
countries! The Council of Europe and the Ministers of Culture of the 47
member states need and deserve attention for this positive outcome.
Please inform CMFE on publications, either on websites (links) or in
newsletters, so we can then inform the Council of Europe.

BEIJING (Reuters) - China's news censors will create a new "black
list" to force out reporters found breaking rules, an official news
agency said on Friday, adding to the wary government's tools for media
control.

Li Dongdong, a deputy chief of the General Administration of Press and
Publication, told officials that proposed strengthened regulations for
Chinese journalists would include a "full database of people who
engage in unhealthy professional conduct", the China News Service
reported.

"People entered into the transgressor list will be excluded from
engaging in news reporting and editing work," the report said, citing
Li.

She said stricter controls being drafted by the agency were needed to
"resolutely halt fake news".

But a critic said the ruling Communist Party's real target was
probably combative reporters and editors who buck its propaganda
controls.

"A database for this kind of thing would be a new thing," said Li
Datong, a former editor at the official China Youth Daily who was
shunted out of his job for criticising censorship.

"This fighting fake news is a cloak. You can call all sorts of news
fake," he said. "There really is a problem with fake reporting and
reporters, but there are already plenty of ways to deal with that."

Chinese media are state-controlled. But many of the nation's thousands
of newspapers and magazines are seeking to survive in a brutally
competitive market, and some seek to attract readers with exposes of
corruption and official misdeeds.

There have also been many reports of journalists, real and bogus,
seeking bribes from companies not to report bad news, such as coal
mine disasters.

China already has plenty of rules and officials controlling the flow
of news and the Communist Party's Propaganda Department minutely
manages what newspapers and other media do and do not report.

Photographers Rights And The Law In The UK - A brief guide for street
photographers.

Know your rights when you're out with your camera.

Despite the law being clear on a citizen's rights to freely take pictures
in public places (with a few restrictions) there is growing evidence of
the police, police community support officers (PCSOs), security guards and
general jobsworths failing to respect the rights of photographers going
about their lawful business.

Street shots
If you're on a public right of way - such as a public pavement, footpath
or public highway - you're free to take photographs for personal and
commercial use so long as you're not causing an obstruction to other users
or falling foul of anti-Terrorism laws or even the Official Secrets Act
(frankly, this one is unlikely).

Property owners have no right to stop people taking photos of their
buildings, so long as the photographer is standing in a public place (e.g.
the road outside).

However, if you're standing on private property and the landowner/occupier
objects, then they have every right to request that you stop immediately
and ask you to leave if you refuse.


Shopping Centres
Most shopping centres and malls stand on private land with many gaining a
notorious reputation for speedily dispatching stroppy security guards
demanding that you stop taking photos.

The irony that they're already busy filming you from every angle via a
flotilla of CCTV cameras is generally lost on them.


Deleting images
Security guards do not have stop and search powers or the right to seize
your equipment or delete images or confiscate film under any
circumstances.
