Sanand, the pastoral village pushed into prominence by the Nano project of
the Tatas, will soon have a community radio station (CRS) run by village
women, some of them barely literate.

These women have been selected from 20 neighbouring villages (one from
each) and are currently being trained for the CRS, which is sponsored by
the Self Employed Women's Association (SEWA). They will soon build an
archival and topical database to run the station, and to that end have
been collating data and taking down laborious notes and interviewing
experts in developmental issues like agriculture, health and water
conservation.

"We have selected some married and unmarried women; some in their 40s,
while some very young. We aim to train a team that will be
self-sustainable and would be potential opinion leaders of their
community," said Shantaben Koshti, the coordinator of SEWA Academy.

HISAR: Thousand of farmers in the Hisar district of Haryana will now be
able to tune in to the first Community Radio Station (CRS) on FM 91.2 set
up at Haryana Agricultural University.

Apart from informing and educating farmers about agriculture and best
practices in technology, seed,soil,weather, climate, it will also bring to
focus important social issues and different government schemes for them.

Set up at a cost of Rs 25 lakh, the state government now targets to set
one such CRS in each district. Currently it has got clearance by the
Central government and approval of funding for two more such radio
stations.

According to government officials the government plans to engage NGOs,
universities and schools to popularise the concept in the state.Also, the
government is contemplating to give radio sets to farmers at subsidised
rates.

"In north India this is first community radio station for farmers and the
programmes on agriculture and animal husbandry will be broadcast.
Initially we will be broadcasting news for 8 hours in a day but we plan to
extend it to 18 hours in the coming days,"Haryana Agriculture University
,vice-chancellor,Dr K.S.Khokhar.

The programmes will be made in local language and will also relay success
stories of farmers to attract more farmers

The country's first community radio station for farmers was set up in
Dharwad in Karnataka in 2007.Similar stations have been launched across
the country to disseminate information on issues related to agriculture to
farmers.

The broadcasting of the programmes began on Sunday and the station would
transmit to a radius of around 30 km. Hisar is the hub of commodities like
cotton, mustard, guar and wheat and dairy sector.

Community radio is expected to play a positive role in enhancing
agriculture development in Haryana. "It will tell farmers how to cope with
weather calamities, management of land, water and pesticides in farming
and to adopt new methods to increase their earning," said Dr Khokhar.

According to the agriculture department ,nearly 70% of the state's
population live in villages and depend directly or indirectly on
agriculture.

NTI to Host Annual Year-in-Review Program Live on CBC Radio

Nunavut Tunngavik Inc. will host its annual Year-in-Review program live on
CBC radio on Dec. 3 and 4, 2009 from 1:30-3:00 p.m. EST.

NTI President Paul Kaludjak will participate Dec. 3. First Vice-President
James Eetoolook and Vice-President of Finance Raymond Ningeocheak will
participate Dec. 4. Both broadcasts will be recorded live on CBC's
Tausunni Program by well-known host Lisa Ipeelie.

The annual Year-in-Review Program gives Beneficiaries the opportunity to
call in and express their concerns and ask questions of NTI's executive
officers. The program also provides an opportunity to update Beneficiaries
on the accomplishments made by NTI in 2008.

Beneficiaries are encouraged to listen to the program and take part by
calling in with questions about issues, including Nunavut Land Claims
Agreement implementation, finances, Inuit and Impact Benefit Agreements,
wildlife, and the lawsuit against the Government of Canada. Audience

being taken up by different communities to fight a food crisis in the
Chittagong Hill Tracts region. Bengalis and other ethnic groups have
adopted the practice of the Mro tribe, of creating a Rice Bank, in their
own communities.

They say the Rice Bank can give them the chance to prepare as rodents
threaten another spell of destruction of crops including paddy in the
coming season.

The vast bamboo growing areas�spreading over parts of India,
Bangladesh (taking in the hill tracts) and Myanmar�have been facing
acute food shortages since 2007 due to a rat plague, which occurs on
regular basis every 47 to 50 years.

According to government, around 1.1 million people live in the hill
districts of Rangamati, Khagrachari and Bandarban, with an area of over
13,000 square kilometres. Half belong to different indigenous groups and
half are Bengalis who settled in the 1970s and 80s.

Chakma, Bengali, Marma, Mro, Tenchunga, Pankho are the major communities.

Mro farmers have traditionally deposited rice in a 'bank' during the
harvest period. Community members can take grain from it when necessary.
Non-farmers can also take food from the bank so the whole community
overcomes hunger together.

UNDP, with financial grants from the European Commission, has been
promoting the Rice Bank model among different communities to face poverty
in clusters of villages dotted in the hill tracts.

"We have already started our own Rice Bank," Chandra Bahu Chakma, a leader
of the Sagupara village in Rangamati Sadar, told a visiting European
Commission delegation on Nov 26.

A total of 24 families live in the island village on Kaptai lake in
Rangamati district.

Marma leader Aung Sang Jai Karbari, of Karbaripara in Jibtoli union, told
bdnews24.com: "It is a very effective way of facing food shortages in our
communities."

Mohammad Shah Alam of Killamura-Bangalipara village in Balu Khali said his
village was also creating a Rice Bank village from next year.

He clarified that all villagers, irrespective of their livelihoods, would
get rice from the buffer stock during crisis periods.

Country Director - Nepal

We invite applications from qualified, experienced and interested Nepali
citizens for the following position based in Kathmandu, Nepal in
anticipation of the departure of the incumbent for an International PhD.

Position Description

Reporting to the EAI Director of Programs, and responsible to the EAN Board,
the Country Director is responsible for leading the overall organizational
operations in the realization of its Nepal program. The Country Director
oversees the general administration and financial management of the Nepal
office, as well as developing and maintaining key partnerships and
representing the organization to key donors and partner groups. The Country
Director has oversight responsibilities for staff and shares program
management responsibilities with local staff and staff at EAI headquarters.
This position will afford the appropriate candidate the opportunity to play
a leading role in the development, maintenance and scaling-up of development
communication programs to support national efforts towards reconstruction
and long-term development in Nepal. Although the candidate will be expected
to work autonomously, there will be support from EAI as required.

This position is based in Kathmandu, Nepal, however as Country Director,
international travel, particularly to other countries where EAI has
activities may be required.

Primary Responsibilities:

Operational and Representation

* Responsible for nurturing a sound and healthy relationship with EAI
and with other Equal Access country offices;
* Provide strategic leadership and oversight to the Nepal Country
Office program: In coordination with EAI, will be responsible for providing
strategic direction for EAN, in keeping with its vision, mission and
objectives. Will also be responsible for managing the growth of EAN;
* Represent EAI and EAN in formal and informal relationships with the
Government, donors, partners and beneficiaries including local government
agencies, UN agencies, bilateral agencies, international and local NGOs and
other stakeholders;
* Uphold the Equal Access Standard of Excellence through performance
as well as presentation of the organization;
* Responsible for overall financial and other management controls for
budget expenditures in accordance with EAI and EAN policies and procedures,
and oversee budget re-alignments and amendments when necessary. Will be
responsible to ensure sound financial management systems in the
organization, and working with the finance department, will be responsible
for preparing annual budgets to meet organizational needs and ensuring sound
financial practices;
* Responsible for overall staff management, leading management
committee meetings and ensuring the effective implementation of EAN's Human
Resource Policy including its timely review and revision;
* Lead security related decision making and response, and develop,
update and maintain a security policy as necessary;
* Responsible for overall management of contractors that support EAI
and EAN operations and programs;
* Travel from Kathmandu to the field as needed.

Program

* Support quality project planning, implementation, and M&E in a
manner consistent with Equal Access' working principles ensuring programs
are designed, managed and implemented in a timely and high-quality manner,
according to pre-established workplans, and basing program decisions on
reliable and accurate data;
* Support improvement of program quality through appropriate M&E,
including ensuring M&E plans are developed and initiated at the onset of all
grants, that staff adhere to a data collection plan, and reports and
proposals are developed with accurate and timely information;
* Work with staff to develop operational budgets that reflect a
detailed understanding of situational parameters, beneficiary needs,
available resources, and technical possibilities;
* Responsible for timely quality reporting to donors, partners and HQ
and compliance with grant and contracts;
* Identify and document best practices and lessons learned that can be
successfully replicated across sectors, and assist program staff to
integrate into their programs.

Staff Supervision and Development

* Provide overall supervision and support for all program staff,
including direct supervision of program managers and finance and admin
staff;
* Proactively develop the capacity of staff to understand and apply
Equal Access principles and methodologies in all aspects of their work;
* Develop a strong team through proper selection, evaluations,
appropriate discipline and staff development and ensure personal and
professional development of staff is undertaken through regular formal and
informal performance reviews, ongoing mentoring, and identification of
appropriate formal training opportunities;
* Develop the managerial capacity of individual senior staff;
* In direct supervision and through monitoring of other supervisors,
ensure good staff management standards promoting discipline, efficiency and
harmonious working environment;
* Promote transparent decision-making through open communication and
regular meetings.

Resource Mobilization

* Develop a resource mobilization plan with annual and longer term
targets and ensure that these targets are met;
* With support from EAI, lead in-country resource mobilisation efforts
and coordinate the development of high quality draft proposals and budgets
for submission to donors and support EAI staff's international resource
mobilization efforts for Nepal;
* Work closely with EAI's Director of Business Development and the EAN
business development coordinator to support resource mobilization efforts,
both locally and internationally for EAI and for EAN;
* Develop informational materials on the Nepal program portfolio.

Qualifications/Essential skills:

* Must be prepared to join a growing organization and to take on the
challenges associated with growth, and also see personal advancement with
the growth of the organization;
* An advanced university degree with at least 7 years experience
working at a senior management level in international development.
International development exposure will be preferred for this position;
* A thorough understanding of Nepal and the challenges that the
country faces.
* Strong leadership skills, a consistent communicator, both written
and oral; solid business management skills; excellent networking skills
regarding interface with partners and local government officials to
accomplish organizational goals;
* A "self-starter" requiring minimal daily supervision and able to
initiate actions to achieve results
* A sound understanding of and commitment towards good development
practices including participatory approaches, building of ownership and
sustainability and ability to consistently work as a member of a team;
* Experienced or capacity to manage financial aspects of operations
including managing expenditures and generating expenditure reports for
donors;
* Good working knowledge of computer programs including use of E-mail,
Power Point, Excel and Word;
* Fluent in Nepali and English with excellent analytical, writing and
communication skills. Knowledge of additional languages of Nepal will be an
asset;
* Commitment to Equal Access' organization and mission.

Reporting Relationship:

The Country Director reports to the Director of Programs, based in EAI
headquarters in San Francisco. When appropriate, the Country Director will
also work directly with other Equal Access HQ staff including the Executive
Director, Director of Administration and Finance, and the Business
Development Director. The Country Director will also report to the EAN Board
in accordance with the policies of the organization.

EA Nepal Program Background

Equal Access International (EAI) is a leading development communications
organization working in Nepal, four other countries in Asia, Yemen and the
Sahel region in Africa. Equal Access Nepal (EAN) is the local partner for
EAI in Nepal, registered as a local NGO in Nepal. EAN creates multi-media
initiatives to support public education, awareness-raising, and outreach on
a broad range of critical social development issues. Our programs include
radio, print and some video production, in-house and through trained
community reporters and broadcasting of the same to national audiences;
participatory street theatre and campaigns on social issues, human rights
and leadership trainings; facilitation of public roundtable forums; support
to community listening and advocacy groups; and communications and outreach
trainings for a variety of stakeholders. An important element of our work
includes maintaining close working relationships with the media and
communication sector in Nepal to build sectoral capacity through training,
technology support, conducting broadcast signal reach mapping and audience
surveys and enabling a free flow of information and freedom of expression.
Our multi-sector programming includes, but is not limited to, human rights,
governance, peace building, women's issues, early childhood development,
inclusive quality education, infant nutrition, mother and neo-natal child
health, general health and hygiene, youth, life skills and livelihoods, safe
migration, agriculture, civil society and the economy. Through our
radio-based 'voices from the field' programs, rural and under-served Nepali
citizens participate in producing content that responds to their needs.

millions of beneficiaries each week.

Based in Kathmandu since 2002, and registered as a local NGO in 2004, EAN
develops programming broadcast to audiences across Nepal through the state
broadcaster - Radio Nepal, a network of dozens of rural and semi-urban
independent FM radio stations, and on our satellite radio network 'Afnai
mato, afnai boli'. EAN works with the government, local community-based
organizations, national and international NGOs, bilateral donors, private
foundations and UN agencies.
